2014 - Development of the W&RSETA Monitoring and Evaluation (M&E) Policy Framework.


The W&RSETA was the first SETA to commission such a project. UCS developed the policy framework in line with country's M&E policies, NSDSIII and the W&RSETA's business model. The project involved development of policy framework, M&E tools and templates, train-the-trainer guide and capacity building.

Outcome: Project closed successfully. The client asked for follow-up capacity building sessions.

UCS-Client Case Studies

2013 - Impact Assessment & Evaluation of the W&RSETA Regional/ branch offices.


UCS conducted a study to assess the efficiency, effectiveness, accessibility and visibility of regional offices. The study used both quantitative and qualitative research methods. The quantitative aspect of the study included econometric modelling , Data Envelopment Analysis (DEA ), to assess the efficiency and effectiveness of each regional office.

Outcome: Client was impressed with quality of work and awarded us more follow-up projects.

2012 - Impact Evaluation of the W&RSETA Voucher Training Programme.


The W&RSETA Voucher Training Programme was initiated to facilitate and optimise employee training within SMMEs in the Wholesale and Retail sector. UCS conducted a study to provide W&RSETA with an impartial, substantive, critical and objective evaluation of the overall Voucher Training Programme.

Outcome: Client was impressed with quality of work and awarded us more follow-up projects.

2011 - HIV and AIDS Programme End of Project Final External Evaluation.


The name of the programme evaluated is Community action against HIV/AIDS: - Together we WILL beat HIV! Project. It has the following components:

(i) Behavioral Change Communication (Prevention (AB) and Stigma); (ii) Voluntary Counseling and Testing (VCT), and (iii) Care- OVC and HBC. UCS was involved in the entire project process from Questionnaire design, data collection, data capturing & analysis up-to report writing and final presentation.

2011 - Skills Audit of Educators and Centre Managers in Public Adult Learning Centres (PALCs), Gauteng Province.


The project used the Skills Gap Analysis/Skills Needs Assessment Methodology.The projects involved: research planning, literature review, development of data collection instruments, data collection, data capturing, analysis and report writing.

Project sub-contracted by Procurement Dynamics (Pty) Ltd. The evaluation covered the project's impact, efficiency, effectiveness, sustainability, replicability and relevance.
